I MEETING FOR THE ANIMATION INDUSTRY PROFESSIONALS, FROM 18 TO 19 IN CORDOBA 2004

From 18 to19 on June the “I MEETINGS FOR PROFESSIONALS OF THE ANIMATION INDUSTRY” take place, organised by ANIMACOR and the Spanish Association of Animation Producers (AEPA) in collaboration with the Delegation of Cordoba and the Filmoteca de Andalucía among them.

This activity is framed inside the purposes of ANIMACOR as a committed entity with the development and the implantation of the animation industry in our territory, with the main purpose of transforming our city in a meeting point of the Spanish animation professionals.

During the celebration of the meetings, we could meet the demands and the actual situation of the sector first hand so much, as their weaknesses, lacks and short and middle term tendencies. Likewise, the celebration of a course of “pitching” for the professionals who presented animation projects in the FORUM CARTOON 2004 which was celebrated on September in Galicia took place.

The meetings were led to those people interested in this sector, but it was not a Forum close exclusively to professionals but rather it came closer to this industry to the audience interested in this sector in general.


The celebration of these meetings was complemented with two more activities:

  • - the organisation of an animation cycle which took place in the Film Library of Andalusia, with headquarters in Cordoba during June and July 2004, in which after the presentation and projection of several animation films an informative debate in charge of the people responsible of the films production company was stayed .
  • - the celebration of an account of the used material in the realisation of the films that were displayed in the Cycle and took place from 11 to 19 on June in the lobby of the Arquit CofferedCeiling of the Delegation of Cordoba .

CONCLUSIONS AND PROPOSALS OF THE MEETINGS MADE FOR PROFESSIONALS OF THE ANIMATION, FROM 18 TO 19 ON JUNE 2004, CORDOBA

The first Meetings for Professionals of the animation industry, organised by the Association for the Development for the Animation Industry, ANIMACOR and by the Spanish Association of Animation Production Companies were celebrated in the Delegation of Cordoba from 18 to 19 June.

In these meetings representatives of different institutions implied in the development and consolidation of the audiovisual industry in our country such as the Institute of Cinematography and Audio-visual Arts (ICAA), the Spanish Institution of Foreign Trade, Entity of Administration of Rights of the Audio-visual Production Company (EGEDA), Media desk España, Federation of Association of Audio-visual Production Company (FAPAE), Audio-visual Foundation of Andalusia (Foundation AVA), as well as different television channels: Canal Sur Televisión, Cartoon Network, Televisión de Cataluña TV3 and Televisión Española.

Along three working sessions distributed in three round-tables which were structured with the following topic: “The challenge of the Animation Spanish”, “The Production of Animation and the Importance of Televisions” and “The Animation in Andalusia, Reality and Perspectives”, a set of summations and proposals guided to achieve settled down the creation and the diffusion of the animation works in Spain was established, find a mark of appropriate development and the performances and necessary measures for the consolidation of the audio-visual are articulated industrial fabric in our country and the recognition of the animation industry as strategic sector in the domestic socioeconomic and cultural fabric, besides how an important source of incomes that generates numerous specialised posts.

CONCLUSIONS :

The achieved successes recently for some Spanish animation films are to confirm the possibilities of development that this industry has in our country.

We count on great and qualified professionals, with great talent and with wide experience in this sector. Most of the products made up to now enjoy great acceptance among the audience and they are harvesting important successes in the international markets.

However, these successes are not translated to the existence of an animation industry with an important specific burden within the audio-visual sector, but rather on the contrary, we find a dispersed sector, with some traditional isolated focuses of production: Madrid, Barcelona, Basque Country) to those that in the last years after a strong public investment the Galician Community has incorporated.

The financial dependence of the civil service and co-production by the channels determines the development of the animation industry until the point that without an appropriate protection policy by means of these entities the survival of this industry in our country would be very complicated.

An industry that as well as the properly animation production companies, with more financing capacity, is composed by multitude of services industries (in their majority SME ’S and freelance) which depend on the work created by these great production companies.

However, the weakness of the productive fabric, together to the financing, distribution and the access to international markets difficulties with those that sector maintain its daily fight, it does not move to the final result of the products made, that in general fulfil the specified business perspectives, for what is even more obvious that with an appropriate set of measures that contribute to the development, consolidation and stability of the Spanish animation production, the competitiveness of our products is guaranteed and therefore, the existence of an industrial sector with great development possibilities, a sector with future that contributes to the diffusion and promotion of our cultural values and traditions in the world.

Between the main extents that were proposed in the conferences for Animation Industry Professionals we can highlight the following ones:

PROPOSALS:

  • A unique speaker’s creation who assumes the competences of the audio-visual sector in their group into the Administration of the Spanish State.
  • Design and application of a wider audio-visual politics that contemplates other formats and not only the film one.
  • It is necessary the creation of an Official Register of Audio-visual Works.
  • To impel a fiscal policy that stimulates the investment of the deprived initiative in audio-visual production until reaching 20 per cent of abatement or fiscal allowance at least.
  • Supportive measures to the consolidation of the structures of the audio-visual SME ’S that contribute to its stability and continuity.
  • The design of a specific formation program for producers: production (legal and financial aspects..); creation (development of projects and scripts..); sales (sale of the project, distribution, promotion,..)
  • Considering the importance of the infantile programming as much as it entails of average transmitter of values and cultural referents, it is important to establish a specific supportive policy to the animation.
  • It is important to articulate supports to the specific export for the animation series.
  • It is very important for this sector the commitment of the Spanish public and private channels to increase the programming and promotion of Spanish animation.
  • The consolidation of the animation industry in our country requires necessarily the implication of channels in the financing of new projects, including the animation series, through co-production and acquisition agreements of aerial rights. In parallel, it is also very important that we proceed to a modification of the effective legislation, with the purpose that it contemplates the whole audio-visual sector when the television operators are benefited from the access to the investment established in the European rules of television without frontiers, access that nowadays only contemplates to the cinematographic products in the Spanish legislation.
  • It is necessary to carry out a self-criticism and revision process with the purpose that the contents of the animation are more careful and takes into account the demands of the audience to which is led.
